Hosted online recruitment services
The Department of Broadband, Communications and the Digital Economy has issued a Request for Tender for Provision of a hosted and fully intergrated online recruitment service . They don't want any software or to run any systems, just use a web based service hosted elsewhere. The Australian Bureau of Statistics previously issued a Request for E-Recruitment software. I speculated that one system could be hosted for multiple agencies. Perhaps ABS could provide DBCDE's service.
The tender documents provide a good overview of what is needed for an e-recruitment application:

Lodge a ResponseDescription The Department is seeking Tenders for provision of a hosted and fully integrated online recruitment service. The Department is not looking to acquire software licences or otherwise take on the risk and benefits of operating an ICT environment in relation to the recruitment service. The Department is looking for a recruitment service in the form of a comprehensive outsourced solution delivered by web based services. In this manner the successful Tenderer will be responsible for the delivery of the Services in much the same way and to similar service standards as if non-electronic means were used to provide the relevant recruitment process support.
