Applying frameworks to sustainable use of ICT

In "Green ICT Capability Maturity Framework" (4 January 2010) I asked if RMIT/AIIA derived the idea for their project from the Capability Maturity Model (CMM) developed by Carnegie Mellon University (CMU). RMIT have taken me to task for this, pointing out that they have not yet done their research and are only at the stage of collecting data, by way of a a Green ICT Capability Survey. So I did some web searches to see where the term "Green ICT Capability Maturity Framework" may have come from. It appears that this was developed by Martin Curley, global director of innovation at Intel and expanded by the Innovation Value Institute (IVI) at the National University of Ireland.

The earliest formal reference I could find is the paper "Introducing an IT Capability Maturity Framework" (M Curley, Systems: 9th International Conference, Iceis 2007). In this the relationship of IT-CMF to existing models and frameworks, particularly CMM is discussed (ITIL is also brefely mentioned).

More recently in an Intel slide presentation
Martin Curley has proposed applying the IT-CMF to a "Sustainable ICT Capability Maturity Framework" (Intel Labs Europe ICT for a Sustainable Viable Europe, 09/09/09). He attributes this to the IVI, but I could find no further or more formal references to it on the IVI web site, or elsewhere.

It is very likely that there will be confusion between the
RMIT/AIIA "Green ICT Capability Maturity Framework" and IVI "Sustainable ICT Capability Maturity Framework". As the IVI publication pre-dates RMIT, the obligation is on RMIT to either stop using their term or explain it sufficiently to avoid confusion.

Green ICT Capability Maturity Framework

The Australian Information Industry Association (AIIA) and the School of Business Information Technology of RMIT University are conducting a Green ICT Capability Survey. This is part of developing what is named the "Green ICT Capability Maturity Framework". This idea is presumably derived from the Capability Maturity Model (CMM) developed by Carnegie Mellon University (CMU), although RMIT do not appear to acknowledge this. RMIT are asking Australian businesses about their current capabilities with Green IT. Presumably independent assessment might come later. I filled out the survey and I expect my micro-business will rate well, as I was commissioned to write a Green IT course. which is now offered to students of eight universities, including RMIT University.

AIIA GreenIT eBook

The Australian Information Industry Association have released "Greening Your Business Through Technology: Leading you towards a sustainable future through GreenIT". This could make a useful contribution to help educate the IT industry about environmental issues, including CO2 pollution. However, the material needs to be reformatted to make it usable online.

The material for the book was prepared by Scott Evans. Scott consulted me and I was delighted to see in the list of "Local GreenIT Training and Certification Programs", both the ACS and ANU, courses I designed (now also in book form). Also listed are the Box Hill TAFE – GreenIT Course and the Excom Education courses. Interest in such course seems to be picking up and I have recently been contacted by universities in Sweden and North America about green ICT course design.

The book consists of three PDF files:
  1. Greening Your Business Through Technology: 72 pages, 6.3 Mbytes
  2. Case Studies: 79 pages, 4.9 Mbytes
  3. Appendices: 52 pages, 0.9 Mbytes
Unfortunately the PDF is poorly formatted, with a few unnecessarily images making the files about four times the size they needs to be. This slows down loading of the document. The background image on the cover decompresses to 125 Mbytes, making scrolling of the document difficult on a low power computer, such as a netbook. The large file size will also result in the document causing more greenhouse gas emissions than needed, which is ironic for a book about green ICT.

AIIA is planning an online an interactive version. However, they should first improve the formatting of the PDF version. With some simple changes, such as reducing the size of images and not having vertical text, the book could be made much more usable. Also, rather than an interactive version, a genuine e-Book using web based formatting, as used in the Amazon Kindle and e-Learning systems, would be more useful. The material could then be quickly distributed and incorporated in training courses. An interactive version could then be produced from that (the PDF version of the book would be difficult to use for education). So far AIIA have produced a poorly formatted PDF file, not a real eBook.

Australian Government Green ICT Quick Wins

Greetings from the AIIA "Canberra: The Standing Agenda" in Canberra. Kayelle Wiltshire from AGIMO is talking about 'Green ICT Quick Wins'. She pointed out that the ANAO estimate of 10% of energy use in agencies is probably low. The quick wins are easy steps to reduce energy use, such as shutting down desktop computers overnight (As at March 2009, only 48% of agencies do). In the longer term agencies can look at thin clients and virtualisation (as ABS has done). Agencies get to keep the money saved.

Later Mr Al Blake, CIO of the Department of the Environment, Water, Heritage and the Arts (DEWHA) is talking on the whole of Government ICT sustainability plan in response to the Gershon recommendations. DEWHA are to produce whole of government ICT plan by December 2009 and major agencies are required to each produce their own ICT Energy Management Plan by March 2010. DEWHA have already issued a Request for Tender for Provision of Desktop, LAN, Helpdesk and Midrange Services.

A problem with both the 'Green ICT Quick Wins' and the Whole of Government ICT plan is that there appear to be no details published. As a result it will be difficult for government agencies and their commercial suppliers to assist with the effort. AGIMO and DEWHA should publish the planning documents and drafts for the projects on the web, so that there can be informed input. In this way it will not be necessary to wait until the plans are completed before work on their implementation. It will be possible to gain wide input from government staff and industry informally. A more formal parallel process can make use of AGIMO's GovDex online system, without the need for any committee meetings. AGIMO could thereby demonstrate how to move the process of government to 21st century web 2.0 organisational techniques.

Australian Government ICT Sustainability Plans

The Australian Information Industry Association's "Canberra: The Standing Agenda" monthly drinks are on in Canberra today at 4:30pm. This month it features Ms Kayelle Wiltshire, Branch Manager, Central Facilities, AGIMO on 'Green ICT Quick Wins' and Mr Al Blake, Assistant Secretary and CIO of the Department of the Environment, Water, Heritage and the Arts (DEWHA) on the whole of Government ICT sustainability plan iin response to the Gershon recommendations.
Sponsoring the event is AH Technology featuring 1E WakeUp, NightWatchman and Power & Patch Management Pack. The products are used by Dell and the UK civil service. The products are also being used at the Eden Project (which I visited in Cornwall).

Free computers for bushfire victims

The Australian Information Industry Association (AIIA), with Computers Off Australia and the Australian Computer Society are coordinating the provision of free computers to Victorian bushfire areas. ICT companies have been asked to register support the AIIA website.

Unfortunately when I went to register my company, the site returned "404 Not Found". So one service I could provide is web site testing. I designed the AIIA's first web site, while I was on a course at the Melbourne Business School in 1995.

More seriously I would like to offer the people of Victoria what assistance I can with dealing with this and future emergencies:
There may also be some scope for modular computer equipped classrooms to be deployed to replace burnt out schools, libraries and other facilities.

The Australian Information Industry Association (AIIA) leads the Information and Communications Technology (ICT) industry in Australia. AIIA comprises almost 500 member companies that generate combined annual revenues of more than $40 billion, employ 100,000 Australians, and export more than $2 billion in goods and services each year. This public lecture will discuss the strategic direction of the Australian ICT industry and the changes in public policy that are needed to accelerate business growth.

Sheryle Moon is the Chief Executive Officer of the AIIA. Sheryle has worked in the ICT sector for more than 25 years in senior leadership positions including Vice President of Computer Sciences Corporation, and a managing partner of Accenture. In 1999, she was named Australian Business Woman of the Year, and she currently sits on a number of Australian Government advisory boards.

Moon has a Bachelor of Economics (ANU) and a number of postgraduate qualifications, including a Masters of Management in Technology. ANU Colege of Enginering & Computer Science presents:
