No, you are not required to complete a Census form if no one is present in the household on Census night, Tuesday 8 August 2006. Please call the Census Inquiry Service on 1300 651 181 and advise the Customer Service Representative that no one will be home on Census night. The Census Collector in your area will be notified and will not return to your household to collect a Census form.

For the Household Form, you need a Census Form Number and an eCensus Number.
For the Personal Form, you need a Census Form Number, a Person Number (PNO), a Summary Form Number (SFNO) and an eCensus Number.
The Census Form Number, Person Number and Summary Form Number can be found on the top right hand corner of the paper Census form. For the Household Form, the Census Form Number identifies the household and is the same for everyone in the household.
The eCensus Number is provided in a sealed envelope, 'Complete Your Census Form Online'. For the Household Form, the eCensus Number is the same for everyone in the household that completes a form together.
If an individual or group in the household wish to complete a separate eCensus form, please call the Census Inquiry Service on 1300 651 181 and inform the Customer Service Representative that you wish to complete a separate eCensus form. Use this new eCensus Number together with the Census Form Number provided to the household to complete your separate eCensus form.
The eCensus is designed to work best on Microsoft Windows 95 or higher and Apple Macintosh OS 8.5 or higher. The minimum system requirements are Internet Explorer Version 5.01 or higher, Netscape Version 7.0.2 or higher and Firefox 1.0 or higher, with 128-bit encryption enabled. The use of 128-bit encryption will ensure the greatest level of security supported by your browser.

The time taken to complete an eCensus form will depend on how many people in the household on Census night who wish to complete an eCensus form, the speed of your computer and Internet connection, as well as the level of Internet traffic.
To complete a set of questions for one person will take approximately 15 minutes but this will vary from person to person depending on how many questions are relevant. The questions relating to the Dwelling will take approximately 5 minutes.
If you are unable to complete your eCensus form in one session, you can save the information you have entered, exit and return to compete your eCensus form at a later time. For further information, please refer to

The ABS is bound by the Census and Statistics Act 1905 to protect the confidentiality of the information you provide to the ABS. To ensure that your Census information is delivered to the ABS securely, we have used the strongest encryption technology that your browser will support. This means that the information you send is not able to be read by anyone but the ABS. All possible measures to protect the integrity of your eCensus form have been taken.
The security of your Census information also relies upon the confidentiality of your eCensus Number(s). You must ensure that your eCensus Number is stored in a secure manner to prevent others from using the number to access your information. Once your eCensus form has been submitted, for security reasons, it cannot be retrieved.

On the Welcome page, and every page in the eCensus form, there are links to on-line Help and Information which will assist you in completing your eCensus form.
For users of screen readers, click on the 'Start Accessible Version' link before the 'Start eCensus' button.
At the 'Login' page, in the spaces provided, enter your Census Form Number followed by your eCensus Number. Your Census Form Number can be found in the top right hand corner of your paper Census form and your eCensus Number can be found in the sealed envelope 'Complete Your Census Form Online'.

Household form
Step 1: Upon successful login, you will be presented with the Persons Present page. Question 1; enter the address of the dwelling and in question 2a indicate the number of persons present staying in the household on Census night, including visitors.
Step 2: Question 2b; a table will generate with the number of rows for the persons present indicated in question 2a. Enter the details for each person staying in your household on Census night, the first person being the householder or an adult. For further information, please refer to
'In what order should I list people in the Persons Present table?'
Step 3: Indicate whether or not each person will be included on this eCensus form. If you have indicated that a person is not being included on this form, on pressing of the 'Next' button, question 2c - Relationships will be displayed. Select the option which best describes each person's relationship to the first and second persons listed in the table at question 2b.
Step 4: Pressing of the 'Next' button, will take you to the person form for the first person and on the left hand side of the page a navigation button will be generated displaying the name of each person who is to complete an eCensus form.
Step 5: Start the questions for the first person. At the end of the questions for the first person press 'Next' to start the questions for the second person and so on until all the person forms have been completed.
Once each person form has been completed, a green tick will be displayed against each left hand side navigation button.
Step 6: On completion of the last person form, press 'Next' to move to the Dwelling form to complete the dwelling questions for your household.
Step 7: On the completion of the Dwelling form, press 'Next' to move to the 'Finish' page. You will be prompted to confirm that the answers you have provided are accurate and complete. Press 'Submit eCensus' to submit your eCensus form.
Step 8: On successful submission of your eCensus form, you will move to the 'Thank you' page. Record your Receipt Number for future reference in the space provided on the eCensus envelope. Your Census Collector may request this number as confirmation that a Census form has been submitted for your household.
Step 9: Press 'Provide Feedback' to submit feedback or 'Exit' to leave the eCensus.
Non-Private Dwelling form
Step 1: Upon successful login, enter the Person Number (PNO) and the Summary Form Number (SFNO), which can be found in the top right hand corner of your paper Census form, directly underneath your Census Form Number. Continue through the form answering each question.
Step 2: On completion of the last question, press 'Next' to move to the 'Finish' page. You will be prompted to confirm that the answers you have provided are accurate and complete. Press 'Submit eCensus' to submit your eCensus form.
Step 3: On successful submission of your eCensus form, you will move to the 'Thank you' page. Record your Receipt Number for future reference in the space provided on the eCensus envelope. Your Census Collector may request this number as confirmation that a Census form has been submitted.
Step 4: Press 'Provide Feedback' to submit feedback or 'Exit' to leave the eCensus.

These messages relate to the numbers you are using to log in to the eCensus. Please check that the Census Form Number and eCensus Number you are entering are the same as those provided to the household by your Census Collector.

The first person is the householder or any adult, who is staying in the household on Census night.
The second person is the partner or spouse of the first person, if they are present, or another adult person in the household. Children, other relations and guests should be listed next.
In an unrelated group household, list the adults first followed by the children.

The Persons Present table is free text and editable at all times. Editing a person name in the table will not change any information already entered.
If you change a person from being included on the form to not being included at question 2b, pressing of the 'Next' button will display question 2c - Relationship. Select the option which best describes the persons relationship to the first and second persons listed in the table at question 2b.

Press the 'Delete Person(s)' button at the bottom of the page. On the Delete Persons page select from the table the person you wish to delete. The form for the person selected will be deleted.
Deleting the person form for either the first or second persons from the table, will remove all responses to the relationship question for all remaining persons on this eCensus form; question 5 for persons being included on this form and question 2c for persons not being included on this form. For the remaining persons, please re-enter a response to the relationship question.

Press the 'Add Person' button on the Persons Present page to generate an extra row in the table at question 2b. To get back to the Persons Present page, press the left hand side navigation button 'Persons Present'.
Enter the details for that person and indicated whether or not they will be included on this eCensus form.
If they are not being included on this eCensus form, on pressing of the 'Next' button question 2c - Relationship will be displayed. Select the option which best describes the persons relationship to the first and second persons listed in the table at question 2b.
If they are being included on this eCensus form, on the left hand side of the page a navigation button will be generated displaying the person's name. Press the navigation button to start the questions for this person.

You will need to complete two eCensus forms. To do this, you need your Census Form Number, which can be found at the top right hand corner of your paper Census form and two eCensus Numbers.
You can obtain the second eCensus Number by calling the Census Inquiry Service on 1300 651 181 and inform the Customer Service Representative that you require an additional eCensus number due to the number of persons in your household wanting to complete an eCensus form.
For both eCensus forms use the Census Form Number provided to your household.
First ten persons
Log in to the eCensus using the Census Form Number provided to your household and one of the eCensus Numbers.
On successful log in you will be presented with the Persons Present page:
Question 1: Enter the address of the dwelling.
Question 2a: Enter the total number of persons present staying in the household on Census Night, including visitors.
Question 2b: Enter the details into the table for the first ten people in the household. The first person being the householder or an adult. For further information, please refer to

Indicate whether or not each person will be included on this eCensus form. If you have indicated that a person is not being included on this form, on pressing of the 'Next' button, question 2c will be displayed.
Question 2c - Relationship: Select the option which best describes each persons relationship to the first and second persons listed in the table at question 2b. This will help the ABS identify relationships in the household.
Press the 'Next' button to start the questions for the first person
Answer all the questions on the person forms for the first 10 people and the Dwelling form. Once each form has been completed, a green tick will be displayed against each form on the left hand side navigation buttons.
Press the 'Finish' button to move to the 'Submit eCensus' page. You will be prompted to confirm that the answers you have provided are accurate and complete. Press 'Submit eCensus' to submit your eCensus form.
Press 'Provide Feedback' to submit feedback or 'Exit' to leave the eCensus.
Remaining persons
Log in to the eCensus using the Census Form Number provided to your household and the additional eCensus Numbers.
On successful log in you will be presented with the Persons Present page:
Question 1: Enter the address of the dwelling.
Question 2a: Enter the remaining number of persons, plus 2; you will need to include the first and second persons from the first form to identify relationships between the persons in the household.
Question 2b: When completing the second eCensus form, enter the details into the table for the remaining people in the household and indicate whether or not each person will be included on this eCensus form. Also include the first and second persons from the first eCensus form at the end of the table and mark 'No' as not being included on this form. If you have indicated that a person is not being included on this form, on pressing of the 'Next' button, question 2c will be displayed.
Question 2c - Relationship: Select the option which best describes each person's relationship to the first and second persons listed in the table at question 2b on this form. This will help the ABS identify all relationships in the household.
Press the 'Next' button to start the questions for the first person.
Answer all the questions on the person forms. The Dwelling form will also need to be completed again. Once each form has been completed, a green tick will be displayed against each form on the left hand side navigation buttons.
Press the 'Finish' button to move to the 'Submit eCensus' page. You will be prompted to confirm that the answers you have provided are accurate and complete. Press 'Submit eCensus' to submit your eCensus form.

Your eCensus form is resumeable. If you are unable to complete your eCensus form in one session, you can save the information you have entered, exit and return to complete the form at a later time. To do this press the 'Exit' button, which appears at the bottom of your eCensus form. You will be prompted to save your form before exiting.

Use this eCensus Number together with the Census Form Number provided to the household to complete your eCensus form.
When completing your eCensus form, at question 2a, enter the number of persons present in the household on Census night, including visitors, maximum of 10.
At question 2b, enter your details into the table as the first person then enter the details of the other persons present in the household and mark 'No' to them being included on this eCensus form, maximum of 9 person.
On pressing of the 'Next' button, question 2c - Relationship will be displayed. Select the option which best describes each person's relationship to you. This will help us to identify relationships between the persons in your household.
Press the 'Next' button to start your questions. Continue through the form answering each question.
On completion of the last question, press 'Next' to move to the 'Finish' page. You will be prompted to confirm that the answers you have provided are accurate and complete. Press 'Submit eCensus' to submit your eCensus form.

Yes, as long as everyone in the household completes a Census form, whether an eCensus or a paper Census form.
To log in and complete your eCensus form use the Census Form Number provided to the household, which is on the top right hand corner of the paper Census form, together with the eCensus Number, which is in the sealed envelope 'Complete Your Census Form Online'.
When completing your eCensus form, at question 2a, enter the number of persons present staying in the household on Census night, including visitors.
At question 2b, enter your details into the table as the first person then enter the details of the other persons present in the household and mark 'No' to them being included on this eCensus form. This will notify your Census Collector that a paper form still needs to be collected from your household.
To help us identify relationships between you and the other persons in the household at question 2c - Relationships, select the option which best describes each person's relationship to you.
Press the 'Next' button to start your questions. Continue through the form answering each question.
On completion of the last question, press 'Next' to move to the 'Finish' page. You will be prompted to confirm that the answers you have provided are accurate and complete. Press 'Submit eCensus' to submit your eCensus form.
On successful submission of your eCensus form, you will move to the 'Thank you' page. Record your Receipt Number for future reference in the space provided on the eCensus envelope. Your Census Collector may request this number as confirmation that a Census form has been submitted.

Each question should be completed in the order in which it appears on the eCensus form. The form has been designed to sequence you passed questions that are not relevant based on your response to previous questions. Sequencing in the eCensus form has been designed to make completing your Census form quicker and easier.
An example of sequencing:
By answering 'Australia' in question 12: 'In which country was the person born?' The eCensus form will sequence you to the next relevant question which is question 14: 'Was the person's father born in Australia or overseas?'
In this example, you are not asked question 13: 'In what year did the person first arrive in Australia to live here for one year or more?' as you have indicated in question 12 that you were born in Australia.
When you have been sequenced passed a question, a message will appear in the question box showing the question(s) that have been sequenced. If you think a question has been sequenced incorrectly, check your response to the question specified in the question box.

You can obtain a second eCensus Number by calling the Census Inquiry Service on 1300 651 181 and inform the Customer Service Representative that you wish to complete a separate eCensus form for your family.
For each family's eCensus form use the Census Form Number provided to the household.
Use this eCensus Number together with the Census Form Number to complete your eCensus form.
First Family

If your Internet connection drops out while you are completing your eCensus form, try to reconnect immediately. Please DO NOT close the browser.
On successfully reconnection, depending on the time taken to reconnect, you should return to your eCensus form with no loss of details entered.

If you do not press an eCensus navigation button within 30 minutes, your eCensus session will time out. All details entered after the last save point will be lost. For information on the save function, please refer to

The eCensus form saves in two (2) ways: Auto-save points throughout the form and a manual save on exit.
Auto-saves are preformed after the completion of the Persons Present page, after each Person form and after the completion of the Dwelling form. When the eCensus form has auto-saved, the message 'The Census form has successfully auto-saved' will be displayed in red at the top of the page. The auto-save will safely store all information you have entered.
You can manually save your eCensus form by pressing the 'Exit' button which appears at the bottom of every page within the eCensus form. The 'Exit' page asks if you would like to save your eCensus form before exiting. Press 'Yes' to save the details you have entered and exit the eCensus.

If you are unable to complete your eCensus form in one session you can exit, save your information and return to complete your form at a later time. You can exit eCensus from anywhere within the form by pressing 'Exit', which appears at the bottom of every page within the eCensus form. You will be prompted to save your eCensus form before exiting.
To return to your saved eCensus form, from the Welcome page, press 'Start eCensus'. At the 'Login' page enter the Census Form Number and the eCensus Number used to first login to start your eCensus form.
On successful log in press the left hand side navigation button for the form you wish to complete.

Yes, you are able to make changes to your eCensus form when marked as 'Complete', showing a green tick.
Press the left hand side navigation button of the form you wish to edit, either a Person form or the Dwelling form.
Until you press the 'Submit eCensus' button on the 'Finish' page you are able to edit your eCensus form.
The 'Submit eCensus' button submits your eCensus to the ABS. Once you submit your eCensus, for security reasons, the form is locked and can no longer be retrieved.

To successfully submit your eCensus form, all forms must have a status of complete, showing a green tick against each form on the left hand side navigation buttons.
The forms without green ticks mean that these forms are not complete. Press the left hand side navigation button for these forms and complete all questions. When all questions have been answered on a form, pressing of the last 'Next' button on the form will generate the green tick.
Once each form is showing a green tick, press the 'Finish' button to move to the submit page. Check the box stating that the answers you have provided are accurate and complete and press the 'Submit eCensus' button.
On successful submission of your eCensus form you will receive a receipt number. It is recommended that you write this number in the space provided in your eCensus envelope 'Complete Your Census Form Online'. Your Census Collector may request this number as confirmation that a Census form has been submitted for your household.
Press 'Provide Feedback' to submit feedback or 'Exit' to leave the eCensus.

You can complete the paper Census form delivered to the household by your Census Collector. Once your paper Census form has been received by the ABS, your partially completed eCensus form will be deleted.
If you require a paper Census form, please call the Census Inquiry Service on 1300 651 181 who can arrange for your Census Collector to deliver one to you.

It is important that the Census Form Number provided to your household is used to login and complete your eCensus form.
Should you misplace your Census Form Number, please call the Census Inquiry Service on 1300 651 181. The Customer Service Representative will arrange to have a Census Collector return and reissue the Census Form Number provided to your household.

The security of your Census information relies upon the confidentiality of your eCensus Number. Ensure that once used, your eCensus Number is stored in a secure manner to prevent others from using the number to access your information.
Should you misplace your eCensus Number, please call the Census Inquiry Service on 1300 651 181. A Customer Service Representative can issue a new eCensus Number which will allow you to complete an eCensus form.
To protect the confidentiality of the information you provide to the ABS, only the eCensus Number used to begin an eCensus form will grant access to the information you have previously entered.
If you started an eCensus form prior to losing your eCensus Number, for security reasons, you will need to start a new eCensus form using the Census Form Number provided to your household together with the new eCensus Number.

The ABS recognises that Australians are moving towards using the Internet for many of their day to day tasks and have come to expect government services to be available electronically. The eCensus is being provided to meet this expectation.
A benefit of having the Census available online is that people in the Australian community who are vision impaired will have an accessible version of the Census form which is able to be read with the use of screen readers. The eCensus has been designed to comply with accessibility standards, which will allow people with a vision impairment the opportunity of completing their Census form without assistance, and with privacy.
